La misión de esta Unidad está clara: prevenir, mantener y restablecer, en su caso, el orden público. Se encargará también de coordinar y controlar a las Unidades de Intervención Policíal (UIP), sin perjuicio de la dependencia funcional de estas a la jefatura superior, comisaría provincial o local donde tengan su sede.
Las Unidades de Intervención son órganos móviles de seguridad pública con la misión de actuar en todo el territorio nacional, principalmente en los supuestos de prevención y de peligro inminente o de grave alteración de la seguridad ciudadana.
El artículo 1 del RD 1668/89, de 29 de diciembre, por el que se crean las Unidades de Intervención Policial, enumera las funciones generales de estas Unidades:
- Colaboración en la protección de SS. MM. los reyes de España y altas personalidades nacionales y extranjeras.
- Prevención, mantenimiento y restablecimiento, en su caso, de la seguridad ciudadana.
- Intervención en grandes concentraciones de masas, reuniones en lugares de tránsito público, manifestaciones y espectáculos públicos.
- Actuación y auxilio en caso de graves calamidades o catástrofes públicas.
- Actuación en situaciones de alerta policial declarada, bien por la comisión de delitos de carácter terrorista o de delincuencia común y establecimiento de controles y otros dispositivos policiales.
- Protección de lugares e instalaciones en los supuestos en que así se determine.
- Intervención en motines y situaciones de análoga peligrosidad.
Las Unidades de Intervención Policial se conocen como «antidisturbios». Tienen sus orígenes en las Banderas móviles de la Policía Armada, aunque el antecedente más cercano lo encontramos en las Compañías de Reserva General. Estas, estaban tanto en las Banderas Móviles de la Policía Armada como en el Cuerpo de Policía Nacional.
La primera Compañía se creó en 1969 y hubo hasta veintidós que se distribuian por toda España.
En total cuentan con 49 grupos operativos (formado por 50 policias cada uno) distribuidos de la siguiente forma:
- Unidad Central de Intervención Policial, dependiente directamente de la Jefatura de las Unidades de Intervención Policial, que tendrá su base en Madrid y ámbito de actuación en todo el territorio nacional. 5 grupos operativos.
- Primera Unidad de Intervención Policial, con base en Madrid y ámbito de actuación preferente en las provincias de Madrid, Toledo, Ciudad Real, Cuenca, Guadalajara y Albacete. 12 grupos operativos.
- Segunda Unidad de Intervención Policial, con base en Barcelona y ámbito de actuación preferente en las provincias de Barcelona, Girona, Lleida y Tarragona. 2 grupos operativos.
- Tercera Unidad de Intervención Policial, con base en Valencia, y ámbito de actuación preferente en las provincias de Valencia, Castellón de la Plana, Alicante, Murcia e Illes Balears. 3 grupos operativos.
- Cuarta Unidad de Intervención Policía, con base en Sevilla y ámbito de actuación preferente en las provincias de Sevilla, Cádiz, Huelva, Córdoba, Badajoz, Cáceres y Ciudad de Ceuta. 4 grupos operativos.
- Quinta Unidad de Intervención Policía, con bases en Granada y Málaga y ámbito de actuación preferente en las provincias de Granada, Málaga, Almería, Jaén y Ciudad de Melilla. 4 grupos operativos.
- Sexta Unidad de Intervención Policía, con bases en Pamplona y Bilbao y ámbito de actuación preferente en las provincias de Vizcaya, Álava, Guipúzcoa y Navarra. 3 grupos operativos.
- Séptima Unidad de Intervención Policial, con base en Valladolid y ámbito de actuación preferente en las provincias de Valladolid, León, Palencia, Burgos, Soria, Ávila, Segovia, Zamora y Salamanca. 2 grupos operativos.
- Octava Unidad de Intervención Policial, con bases en A Coruña y Vigo, y ámbito de actuación preferente en las provincias de A Coruña, Lugo, Ourense y Pontevedra. 4 grupos operativos.
- Novena Unidad de Intervención Policial, con base en Oviedo y ámbito de actuación preferente en las provincias de Asturias y Cantabria. 2 grupos operativos.
- Décima Unidad de Intervención Policial, con base en las Palmas de Gran Canaria y Santa Cruz de Tenerife y ámbito de actuación preferente en las provincias de Las Palmas y Santa Cruz de Tenerife. 4 grupos operativos.
- Undécima Unidad de Intervención Policial, con base en Zaragoza y ámbito de actuación preferente en las provincias de Zaragoza, Huesca, Teruel y La Rioja.». 2 grupos operativos.
Modalidad de brazo: se porta en la manga derecha de las prendas exteriores a la misma altura que el distintivo general del CPN (manga izquierda).
Distintivo de función (categoría) : sobre parte superior del bolsillo izquierdo.
¿Cómo acceder a las Unidades de Intervención Policial?
Para acceder a este tipo de unidades hay que superar unas pruebas consistentes en: examen pruebas físicas, pruebas técnico-profesionales, psicotécnicas y entrevista personal (curso de dirección y mando).
- Curso de dirección y mando Escala Superior y Ejecutiva, duración: 10 semanas.
- Curso de mando subgrupos para la Escala de Subinspección, duración: 5 semanas.
- Curso de ejecución para la Escala Básica, duración: 4 semanas.
Se establece un compromiso de permanencia de 3 años y renovaciones cada 2 años con exigencia de superar pruebas de revalidación establecidas.
