Los servicios de protección en España, surgen de forma improvisada y sin una estructura autónoma hace varias décadas, con el objeto de proteger al Jefe del Estado y miembros del Gobierno. Se dispone en un primer momento, de un grupo reducido de policías de la Jefatura Superior de Policía de Madrid.

Por Real Decreto 1375/78 de 16 de Junio se crea la Comisaría General de Seguridad Ciudadana, la Orden Ministerial de Desarrollo configura el Servicio Central de Escoltas integrado por las siguientes Secciones:

  • Brigada Central de Escoltas.
  • Comisaría Especial de la Casa de S.M. el Rey.
  • Comisaría de la Presidencia del Gobierno.
  • Comisaría del Congreso.
  • Comisaría del Senado.

El referido Servicio depende, directamente, de la entonces Subdirección General de Seguridad.

Por Real Decreto 110/79 de 10 de Mayo el Servicio arriba descrito se adscribe a la C.G.S.C, añadiéndose a su estructura una Sección de nueva creación, la Comisaría del Tribunal Constitucional.

Por otra parte en la Inspección General de la Policía Nacional se articulaban dos órganos complementarios:

  • El Batallón de Conductores.
  • La Bandera de Protección de Personalidades.

En un principio, la función de protección dinámica o escoltas eran asumidas en exclusiva por el Cuerpo Superior de Policía, mientras que la Bandera de Protección se encargaba de los servicios estáticos en los domicilios de personalidades, si bien, dado el progresivo aumento de las protecciones, empiezan a participar en la primera modalidad.

En 1986, se promulgó la Ley Orgánica de Fuerzas y Cuerpos de Seguridad del Estado, por la que se crea el Cuerpo Nacional de Policía, como resultado de la unión del Cuerpo Superior de Policía y del Cuerpo de Policía Nacional, de este modo se homogeneízan, en un solo colectivo, cuerpos que realizan funciones complementarias.

Legislaciones posteriores modifican las estructuras existentes.

Actualmente es la » Orden INT/28/2013, de 18 de enero, por la que se desarrolla la estructura orgánica y funciones de los Servicios Centrales y Periféricos de la Dirección General de la Policía», la que establece que la Unidad Central de Protección, asume la organización y ejecución de la protección de altas personalidades nacionales y extranjeras y de aquellas personas que se determinen, así como la de los edificios e instalaciones que por su interés lo requieran.

  • Brigada Central de Escoltas, que asume las competencias de protección integral de altas personalidades del Estado, testigos protegidos y personas que se determinen, y de aquellos edificios e instalaciones que por su interés lo requieran.
  • Brigada Central de Protecciones Especiales, que asume la planificación y ejecución de los dispositivos de seguridad y protección integral de personalidades o delegaciones extranjeras durante su estancia en nuestro país, con motivo de visitas y celebraciones de eventos de carácter internacional, así como la seguridad de los traslados de obras de arte que por su importancia lo requieran.
    • Sección de dispositivos especiales.
    • Sección de Avanzadas y Contravigilancias.
