El ministro del Interior, Juan Ignacio Zoido, ha decidido modificar de manera sustancial la actual estructura de mando del Ministerio del Interior. La principal novedad es la desaparición de la figura de los directores adjuntos operativos (DAO) de la Policía Nacional y la Guardia Civil.

Principales cambios en la Policía Nacional y Guardia Civil.

  • Se actualizan las funciones de los órganos directivos y unidades de la Secretaría de Estado de Seguridad que, por su relevancia, figuraban en el organigrama de las Direcciones Generales de la Policía y de Guardia Civil.
  • Las Direcciones Adjuntas Operativas (DAO) de ambos cuerpos, establecidas en 2006 con motivo de la creación del Mando Único, se convierten ahora en dos Jefaturas Centrales en la Policía Nacional y en dos Mandos en la Guardia Civil.

 

 Será tarea encomendada al secretario de Estado de seguridad:
  • Profundizar en la coordinación, especialmente, en la lucha antiterrorista y en la conexión entre delincuencia común, crimen organizado y terrorismo.
  • Se nombrarán en los próximos días un coordinador antiterrorista en cada cuerpo dependiendo de la Jefatura Central y del Mando de Información, Investigación y Ciberdelincuencia.
  • La mayor coordinación permitirá el control directo del riesgo y las posibles amenazas.

Funciones de los Directores Generales de la Policía y de la Guardia Civil:

  • No hay cambios en las funciones y competencias que venían descritas en el Real Decreto anterior. A ambos, les sigue correspondiendo el máximo nivel de dirección de cada uno de los cuerpos, bajo la coordinación que ejerce el secretario de Estado de seguridad.

Modificaciones en la Subsecretaría del Interior

  • Se reubican las funciones relativas a la inspección de servicios, asumiéndolas la nueva Subdirección General de Calidad de los Servicios e Innovación, a través de la que se ejercerán también funciones de planificación y racionalización horizontal de los servicios del Ministerio, en materia de administración electrónica y tecnologías de la información.
  • La Secretaría General Técnica, como órgano de asesoramiento e información departamental, pasa a ejercer las funciones en materia de información y atención al ciudadano, que hasta ahora eran estaban atribuidas a la Dirección General de Apoyo a Víctimas del Terrorismo.
  • La Subdirección General de Asilo pasa a denominarse Subdirección General de Protección Internacional.
